Since 2022, our team has led soil cap management and hazard mitigation efforts at a 29-acre healthcare facility with strict operational and regulatory requirements. This project focused on managing encapsulated lead-bearing soil in compliance with the Department of Toxic Substances Control (DTSC) while ensuring site activities did not disrupt ongoing facility operations. 

Our team developed and implemented a site-specific Soil Management Plan (SMP) to address waste handling and compliance with U.S. EPA and OEHHA lead regulations. Through detailed investigation, we determined that water intrusion on-site was caused by a leaking sprinkler system rather than groundwater infiltration, enabling targeted mitigation. By maintaining continuous communication with healthcare facility representatives and regulatory agencies, we aligned excavation and mitigation activities with both compliance goals and project timelines. 

Field activities included careful excavation oversight, real-time worker exposure monitoring, and installation of a vapor barrier to encapsulate impacted soils. This approach confirmed that investigation-derived waste was non-hazardous, allowing for safe on-site reuse while eliminating unnecessary offsite disposal costs. Clear documentation and reporting provided stakeholders with actionable data on soil conditions, hazard status, and mitigation progress. 

The project successfully delivered DTSC-approved encapsulation and long-term hazard mitigation, reducing liability for the client while preserving the property’s utility for future improvements. By avoiding unnecessary soil removal and disposal, our strategy achieved meaningful cost savings—typically 5–10% of total soil management costs—translating to an expected ROI of 100–200%. This work demonstrates our ability to resolve complex environmental challenges in sensitive, occupied settings through technical expertise, regulatory precision, and client-focused solutions.
